National Mail Counts National mail counts are available to all rural routes during selected count years identified in the current National Agreement between the USPS and the NRLCA. Ref: Article 9.2.C.3.a.(3) Additionally, the Postal Service has the right to conduct a national count of mail for all rural routes during the last twelve (12) workingMimicking the weeks/pay periods of the last one.
